Integrated Community Solutions, Inc. has over three decades of extensive and varied experience in administering housing and social service programs in Green Bay, Wisconsin, and the Brown County area.

ICS HAD ITS ORGINS IN 1974 AS PART OF A NATIONAL HOUSING EXPERIMENT
Brown County was selected by HUD as one of two sites for testing a major innovation in national housing policy. The Housing Allowance Experiment in Brown County and in St. Joseph County, Indiana, provided direct monthly assistance to low-income homeowners and renters. They were allowed to find their own housing subject to housing quality standards.

This experiment, scheduled to run ten years, began phasing out in 1982 by changing the renter participants to the Section 8 Rental Assistance program. This program is now known as the Housing Choice Voucher Program.

COMMITTED TO BRINGING PEOPLE AND HOUSING TOGETHER
In July 1997, the Housing Allowance Office of Brown County, Inc. officially changed its name to Integrated Community Services, Inc. (ICS, later Integrated Community Solutions). ICS, a non-profit corporation, is committed to its defined mission of bringing people and housing together with quality services that promote self-sufficiency throughout Wisconsin. The agency fulfills this mission by acting as a catalyst in the development of programs which evolve from appraisals of community resources and needs. In partnership with various governmental bodies, alternative and cost-effective methods of program administration and management are provided. The new name more accurately reflects the mission and purpose of the agency.

Today ICS serves the community through a variety of programs including the Housing Choice Voucher rental assistance program, Family Self-Sufficiency, Homeownership and various Self-Sufficiency programs.

Dave Wouters

Mr. Wouters is committed to helping ICS further the Mission of "Bringing people together with quality services that promote self-sufficiency." His past experience in both the educational and financial planning fields help guide ICS to make the best strategic planning decisions for our programs and other initiatives. Mr. Wouters also sits on the Program Coordinating Committee for our Familiy Self Sufficiency (FSS) program.

Andrew Dilling
CPA, Senior Manager, Baker Tilly

Mr. Dilling is committed to community service and is invested in helping community members gain a better quality of life through ICS programs and services. His public accounting experience provides the financial background needed to support ICS staff and leaders with daily operations as well as with the long term interest of the organization.

Katie Olbinski
Clinical Psychologist with Prevea Behavioral Care

As a licensed psychologist through the State of Wisconsin, Mrs. Olbinski is passionate about helping community members work toward self-improvement. She is able to provide guidance to ICS' Family Self Sufficiency Program as well as staff and leaders of development through her expert experience and knowledge.

Jake Dittmann
Assistant Vice President of Commercial Lending, Bank of Luxemburg
Director since April 2017, Appointed

Mr. Dittmann is an Army Veteran who was deployed in support of Operation Iraqi Freedom. His passion for looking out for others continues as he assists our Board in providing direction for ICS programs. His experience in the banking industry is valuable in addressing daily operations as well as the future financial health of the organization.

Ryan Chernick
President and Owner of Camera Corner Connecting Point (CCCP)
Director since July 2019, Appointed

Mr. Chernick is a lifelong resident of Brown County who has been actively involved in improving our community through multiple volunteering engagements including currently serving as President of the Green Bay Police Board, and sitting on the Bay Beach Wildlife Sanctuary Board of Directors. Mr. Chernick graduated from the University of Wisconsin - Green Bay in 2000 with a bachelor's degree in business management, and urban and regional studies. As president and owner of Camera Corner Connecting Point, Mr. Chernick holds the values of CCCP true: care for your customers, vendor partners and employees while working hard and having fun. He looks forward to continuing to serve the Green Bay community in the years to come.

Christina L. Peterson

Christina is actively involved in bettering our community through multiple volunteering engagements including currently serving as President of the Altrusa International Foundation of Green Bay, Inc., and sitting on Mediation Center of Greater Green Bay Board of Directors. Her legal experience provides guidance to the ICS staff and leaders with daily operations as well as with the long term interest of the organization.

Tom Maier
Senior Fixed Seating Project & Service Coordinator, KI
Director since July 2021, Appointed

Mr. Maier is dedicated to serving the Brown County community and assisting ICS with fulfilling its mission of promoting self-sufficiency.  A lifelong resident of Green Bay, and son of Mr. Harry Maier, who previously served on the ICS board, he understands the growing need for stable housing in the community and addressing the needs of those needing a helping hand.  Mr. Maier has been with KI since 1999, working in the Fixed Seating Department where he manages many projects for their Midwest and Eastern Regions.  He is the bookkeeper at Green Bay Furs & Clothing of Distinctions, and is a Partner in PFH Services, LLC where he often assists with plowing snow.
