APPLICANT INFORMATION
ICS administers assistance through the Brown County Housing Authority (BCHA) for Brown County AND through the Wisconsin Housing and Economic Development Authority (WHEDA) for over 20 counties in Wisconsin.
A brief description is provided for each program below.
BROWN COUNTY HOUSING AUTHORITY (BCHA)
HOUSING CHOICE VOUCHER PROGRAM

Waiting list “preferences” are as follows:
1) Elderly/Disabled/Homeless/Veterans - living in Brown County
2) Households with children - living in Brown County
3) Other Brown County residents who do not qualify for the first two lists
4) Applicants who do not live in Brown County.
The waiting list for each preference is depleted before moving on to the next waiting list preference. (Meaning, all Brown County applicants who are elderly, disabled, homeless, or veterans, are selected from the waiting list before moving onto Brown County applicants who have children in the household, etc.)
To be placed on the waiting list with the Brown County resident preference, proof of residency within Brown County is required.
Applicant does need to be living in Brown County to be placed on the waiting list for those who are homeless, if providing verification of homelessness from a Brown County agency.

Applicants who are not residing in Brown County at the time of application will be REQUIRED to reside within Brown County, WI with their voucher for one year before being allowed to move.

WISCONSIN HOUSING AND ECONOMIC DEVELOPMENT AUTHORITY (WHEDA)
HOUSING CHOICE VOUCHER PROGRAM
ICS administers rental assistance for the Wisconsin Housing and Economic Development Authority (WHEDA). The assistance available through the WHEDA program functions very similarly to the BCHA program, but they are separate programs. Both are called the Housing Choice Voucher Program (also known as Section 8).
While the programs are very similar, there are a few noteworthy differences:
There are no waiting list preferences for WHEDA. Applicants are pulled from the waiting list solely by application date and time.
The exception to this is Brown County WHEDA:
Waiting list preference is by homeless or not homeless, then application date and time. The applicant does not need to live in Brown County to be placed on the homeless waiting list.
There are less vouchers available through WHEDA than in the BCHA program.
WHEDA does not offer the Family Self Sufficiency (FSS) or Homeownership programs.
The Payment Standards for WHEDA are different from the BCHA HCV program Payment Standards
