APPLICANT INFORMATION


ICS administers assistance through the Brown County Housing Authority (BCHA) for Brown County AND through the Wisconsin Housing and Economic Development Authority (WHEDA) for over 20 counties in Wisconsin.

A brief description is provided for each program below.

Housing Choice Voucher Program with Integrated Community Solutions

(Also known as Section 8)

  1. Waiting list “preferences” are as follows:

    1) Elderly/Disabled/Homeless/Veterans - living in Brown County

    2) Households with children - living in Brown County

    3) Other Brown County residents who do not qualify for the first two lists

    4) Applicants who do not live in Brown County.

    The waiting list for each preference is depleted before moving on to the next waiting list preference. (Meaning, all Brown County applicants who are elderly, disabled, homeless, or veterans, are selected from the waiting list before moving onto Brown County applicants who have children in the household, etc.)

    To be placed on the waiting list with the Brown County resident preference, proof of residency within Brown County is required.

    The current anticipated wait times (from the date of application) are as follows:

    Elderly/disabled/homeless/veterans – 6-9 months

    Families with minors in the household – 12+ months

    Other Brown County residents – 3+ years

    Non-preference (not a Brown County resident) – 5+ years

  2. Applicant does need to be living in Brown County to be placed on the waiting list for those who are homeless, if providing verification of homelessness from a social service agency.

  3. !!Important!!

    Applicants who are not residing in Brown County at the time of application will be REQUIRED to reside within Brown County, WI with their voucher for one year before being allowed to move.

Wheda Housing Assistance with Integrated Community Solutions

ICS administers rental assistance for the Wisconsin Housing and Economic Development Authority (WHEDA). The assistance available through the WHEDA program functions very similarly to the BCHA program, but they are separate programs. Both are called the Housing Choice Voucher Program (also known as Section 8).

While the programs are very similar, there are a few noteworthy differences:

  • There are no waiting list preferences for WHEDA. Applicants are pulled from the waiting list solely by application date and time.

    • The exception to this is Brown County WHEDA:

      • Waiting list preference is by homeless or not homeless, then application date and time. The applicant does not need to live in Brown County to be placed on the homeless waiting list.

  • There are less vouchers available through WHEDA than in the BCHA program.

  • WHEDA does not offer the Family Self Sufficiency (FSS) or Homeownership programs.

  • The Payment Standards for WHEDA are different from the BCHA HCV program Payment Standards

HOW TO APPLY

(The following instructions are for the Brown County Housing Authority (BCHA) Program ONLY.

For WHEDA instructions, see the application cover page.)

DOCUMENTS NEEDED
To be placed on the waiting list for receiving housing assistance, we will need copies of the following documents. Each of the documents must be attached with your completed application.

  1. A signed and completed Preliminary Application.

  2. Verification of date of birth/legal identity for ALL household members:

    • Driver’s license/state ID, birth certificate, permanent resident card, naturalization papers, or US Passport

    • (Hospital birth announcements are not accepted)

  3. Verification of social security number for ALL household members:

    • Social Security Card, original Social Security Administration-issued document containing the name and SSN

  4. Proof of Brown County residence (if claiming that preference):

    • TWO (2) of the following documents of your choice (Address on proof of residence documents MUST match the address you are residing at; the two documents must be from different sources):

      • Current/Valid Drivers License or State ID

      • Lease (signed by all adult parties listing current address and lease terms)

      • Utility Bill (gas, electric, water, cable, telephone) - Current (within last 30 days)

      • Mail from the Social Security Administration

      • Unemployment Benefits Letter

      • Letter from a Social Service Organization

      • Financial Institution Documentation (Bank Statement)

      • Educational or School Record

      • Credit Card Statement – Current (within last 30 days)

      • Employment/Check Stubs – Current (within last 30 days)

      • Voter Registration Record

      • Rent/Auto Insurance Policy

      • Vehicle Registration

  5. Proof of your preference - if applicable:

  • Displaced due to a natural disaster or government action: Statement from a government agency or service agency such as city officials or The Red Cross

  • Homeless: Certification from a local social service agency

  • Veteran: Copy of Form DD214 or service discharge paperwork

  • Disabled: Copy of ORIGINAL SS/SSI benefit award letter
