Integrated Community Solutions, Inc, (ICS) is a 501c3 non-profit organization that helps low-to moderate-income Wisconsin residents find appropriate housing and develop self-sufficiency for an empowered life. We have been helping people obtain access to housing resources and rental assistance in Brown County for nearly 50 years.
Today, our rent assistance programs are available in northeast and southeast Wisconsin. Our services include access to federal and state housing programs, including Housing Choice Voucher (Section 8) and Project Based rental assistance.
The Family Self-Sufficiency Program
The Family Self Sufficiency Program supports participants in their educational and employment goals by connecting them to community resources and providing hands-on case management and accountability.
Ladder of Hope Foundation
Our Ladder of Hope Foundation works to meet the needs of our clients and community by funding various initiatives that help people meet basic needs, educational requirements, and build morale.

Our goal is to help participants meet one of their most basic needs, housing stability, so they can focus on the other challenges in their lives and, ultimately, become self-sufficient. Many of our program participants go on to become homeowners, enjoying the pride and peace of mind that comes with self-sufficiency and stable housing.
